In 13161 the Governor endeavoured to show that the unhealthiness of the Garrison had nothing to do with the state of the Chinese quarter but was owing to defective Military arrangements.
The question raised by the W.O. 2095 appears in the course of satisfactory settlement for 16885/80 but there remains the general question of the sanitary condition of the Chinese quarter, for the elucidation of which you have on 13163 suggested the appointment of a commission of enquiry consisting of the Surveyor General, the Colonial Surgeon, and the Chief Army Medical Officer Mr2/1.
On the other hand the Governor in 13163 promises to propose the creation of a separate Sanitary department, which is the subject in para 4 of Dr Agnew's letter of 30 March attached to 13163 (under cover Wther Round).
