Janry 1881 in the return
in question is $240,078,
a hundred large sum
is really available for
disposal. For if the
sum due to the "Special
Fund" be deducted
from the Liabilities,
there will be a balance
of about $500,000.
Looking, however, to the
heavy expenditure which
will be incurred in
the construction of the
new Jail the Naval
School the
Harbour of Refuge,
The Water Works,
and the Defence Works,
