Jamaica and as it is proposed to do in Ceylon the Estimates should include but distinguish between :

(1) on the Revenue Side:

A. the receipts of the year: B. the portion of surplus from previous years which it is proposed to devote to the service of the year:

(2) on the Expenditure side :

C. the expenditure which it is proposed to defray from the receipts of the year:

D. the expenditure which it is proposed to defray from balances.

The appropriation ordinance should cover the whole of such expenditure but deficit in the question of surplus or deficit for any particular year should be determined by the result of A and C.

The net result to the colony of work defrayed from loans is on the expenditure side the interest and sinking fund on the loan, and on the revenue side the receipts from the asset if it is reproductive, eliminating both the loan and the cost of the work from the Estimates, although both should of course appear in the public account. I agree with Sir Graham in thinking that drafts from balances are to be replaced by an annual sinking fund, should be treated otherwise.
