署理輔政使司史 爲曉諭事照得現奉督憲將以下親自畫押蓋印之委員憑劄抄印傳衆週知

一千八百八十年八月廿七日示

署輔政使司史曉諭選派委員事兹率督譙總督香港等處地方兼理水陸軍務水師提督佩帶二等寶星燕札照得恭奉堂提准督現在之國家大書院教訓初學學童多寡費用情形若何方爲安便並本部堂以爲將現在之國家大書院朝廷准在香港新建國家義學館五間按本部堂准到該義學館形圖度支等數已先查察該新建義學館可代位于天建處即圓以國地事兼應教院延習輔教英訓處此所以爲將查察詢衆論申覆本部堂偉知衆論與各委員意見若何爲此本都堂於一千八百八十年八月二十七日賜進士出身監督學院歐與単理盧君共成八位派委提舉遵行所見以爲緊要稽查此事並上言各款咨議政局員三位卽兼署輔政使司掌院史律政司柯工務司布叉定例局紳士三位卽禮拉希士域伍叙及應支費用若干圓雄延教師若干位及規制若何而如此察核莫如選派委員寫此本部堂現在選舉定例抬高易爲會院以教習英文大學及格致等學接受新建陪助之義學館及別處所有學童此事當先察核與理各盧掌押委蓋員印意君共籓地卽香港威克多理阿城親自書押蓋印等因奉此遵行

Governor and Commander-in-Chief.

Whereas Her Majesty's Government have sanctioned the building of five new Government Schools in this Colony; and whereas I deem it expedient, before authorizing the Plans and Estimates for such Schools, to enquire to what extent and at what cost and under what circumstances such new Schools may be made to take the place of the Central School in giving an elementary Education; and whereas I deem it desirable to enquire further at what cost and with what staff and organization the Central School may be raised into a Collegiate Institution, giving a Higher Education in English and Science and drawing Students from the new Subsidiary Schools and elsewhere; and whereas such enquiries will be most conveniently prosecuted by means of a Commission: I, Sir JOHN POPE HENNESSY, Knight Commander of the Most Distinguished Order of St. Michael and St. George, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same, hereby appoint you The Honourable FREDERICK STEWART, Acting Colonial Secretary and Headmaster of the Central School, The Honourable Edward LOUGHLIN O'MALLEY, Attorney General, The Honourable JOHN MACNEILE PRICE, Surveyor General, The Honourable PHINEAS RYRIE, The Honourable WILLIAM KESWICK, The Honourable NG CHOY, ERNEST JOHN ETTEL, Master of Arts, Doctor of Philosophy, Inspector of Schools, and EMANUEL RAPHAEL BELILIOS, Esquire, to be a Commission for instituting and prosecuting all needful enquiries in that behalf and to take evidence in the premises and to report to me the evidence and your opinion thereon.

Given under my Hand and under the Seal of the Colony of Hongkong, at Victoria, in this Colony, this 27th day of August, 1880.
