during this absence, my decision was modified by Mr. Marsh, the Administrator who at my request approved of his postponing the elaboration of the Central School plans until the close of the typhoon season. Your Lordship will observe that the Head Master, who, as Acting Colonial Secretary, saw Mr. Price's letter (which on the 28th of March I had directed to be prepared at once), and I had the question fully discussed in the Executive Council. At the Council Mr. Price promised to be ready with the plans and estimates in a very short time. It was also resolved on the suggestion of the Surveyor General to ask Dr. Stewart to re-consider his enlarged estimate of 700 pupils.
