of one of the Unofficial members to spending money on the existing Gaol or the building of a new one and his avowed preference for whipping and other punishments whether approved of at home or not; - I called on the Surveyor General to prepare plans for a new Gaol on the either on the extension of the existing one or on a separate system. Before leaving for Japan in the early part of 1899 I repeated my wish to have the plans speedily prepared.

Your Lordship will see from the enclosed copies of correspondence, that during my absence in Japan Mr. Price applied to the Administrator, Mr. Marsh to be allowed to postpone the elaboration of the new Gaol and Central School projects on the ground that the Survey Department was fully occupied with the Praya works. The Administrator approved of this delay, and, though Mr. Marsh's decision was at variance with my previous instructions I have no doubt he had very good reasons for sanctioning Mr. Price's application.

However, on returning to the Colony in September and finding what had occurred I had the question fully discussed in Executive Council and on the 18th of September 1879 a resolution of the Governor in Council was communicated to Mr. Price asking him
