As to the maintenance of law and order, he would appeal to the Chief Justice and the Attorney General whether the records of the Supreme Court were not satisfactory.

The Governor, swinging to the point, said he would order the weekly publication of the number of prisoners in gaol, both European and Chinese, and he thought that it might be very desirable that the number of Europeans should be specially noted, which would have the effect of preventing some from entertaining such very unreasonable prejudices with regard to other classes. He read the police reports, and from them he gathered that the larger proportion of those who filled the gaol were Europeans, who were riotous.
