Legislative Council, 20th March, 1872-
Governor Sir Richard Macdonnell, said,
"That they were still amending the criminal law, and the next Ordinance would be to provide for the branding of Criminals in certain cases. He had no doubt the preamble of the Ordinance was before the Police Commission now sitting 'Whereas crime has greatly increased since the branding of Criminals was abolished, ...'"
