In looking through the reported
proceedings of the Legislative Council for that
time,
I also observe that Sir Arthur Kennedy
on and succeeded Governor his despatch
in the middle of April 1872 and had been initially instructed by your Lordship to consider at once the condition
of the Prisons Force and the amount of crime
committed, and in commenting, at the time in doing
so publicly exercising his
opinion on
any question on which the policy of the
Government
wishes of Governor MacDonnell in 1872.
