When the Institution opened in 1869 a grant of $100 for a month was given in order to enable the Committee to obtain the services of a Librarian and curator for the Library and Museum. Public Library in the lower portion of the building, the only condition being that the Library and Museum should be open to the public free.

Finding then that the Chinese Community flocked to the Museum in very large numbers, and thus prevented Europeans attending as often as they otherwise would, and also to prevent any collision between the lower classes of Chinese and Europeans, the Committee deemed it expedient to frame certain rules as to the admission of visitors to the Museum, and set apart the mornings of the week days for the Chinese, afternoons for the Europeans and other inhabitants.
