Sorely. Most of the despatches from being sent away need not have been written if he had known how to keep order among the civil servants, & set an example of fairness & dignity. But beyond repeating the warning that constant recurring problems inspire great distrust as to his ability to administer the government, I am not sure that the present occasion can be made much of.
The warning given on Sept 24, may have had particular force for striking it out in Walsh's reasons.
Nothing can be reasoned which would be injudicious. Hennessey's management has defects in this respect that neutralise his undoubted ability & energy.
