This cluster specially charged with prison business were all absent and therefore the Secretary was not able to find them (i.e. the Regulations).
Mr Luca has now produced a copy with reference to Lord Kimberley's points; see Rule 72 and rules 121-124 and 36 also rules 34 and 35. On corporal punishment and confinement have been culled in a book and I do not observe any provision for its periodical submission to any superintending authority.

I am sorry I did not look up this matter more carefully in the 1st instance, I cannot find from later correspondence what has been done about these regulations; it has not left governor in constant form. I gather from 9676./77 that they left them in force.
In their present form, I do not remember receiving any revised regulations.
But everything connected with the Hongkong jail has long been in a hopeless muddle.
Wait till hardly and Kimberley's despatch of October is answered.

It would appear that the Prisons Regulations of 1877 which were drawn up by a Commission whose Report will be found in 4516- were before Sir Arthur Kennedy went out adopted. But in his despatch of 7 May 1877 he reported that they had not then been promulgated and I cannot find that this assumption has ever been contradicted or the regulations.
