The visiting justices should ensure that punishment is carried out in accordance with the regulations.

A similar order ought to be enforced in all convict prisons. A punishment book should be kept in every prison, and should be submitted at regular intervals, certainly not less often than once a month, to the superintending authority, distinct from the officers of the prison, and approved authority, which is tasked with reporting any illegality or misuse of punishment.

In paragraph 4 of the chart, it is stated that in 1828 there were 1828 illegal floggings of one prisoner. This statement seems to be an error and needs to be inquired into.

It was reported that the floggings took place without proper authority. Keswick's visit to the prison revealed that the regulations were not followed.

The question of whether he is to blame depends upon the regulations under which he acted, which may not have contemplated such actions.
