competent officer in the United Kingdom, who has had some experience under the Merchant Shipping Act, and to whom I would propose to give a salary of three thousand dollars a year as the Surveyor under the Hongkong Ordinance.

2. The person selected for this post should be competent to perform the duties of an Engineer Surveyor and a Shipwright Surveyor.

3. Pending Your Lordship's action and instructions on the subject, I have, as a temporary measure, made the following provisional appointments: Mr. R. H. Sleeman, R.N., (the Inspector of Machinery at the Royal Naval Yard) to be Acting Engineer Surveyor; and Messrs. Thomsett and M. Even, the Harbour Master and Assistant Harbour Master, to be Acting Shipwright Surveyors.

4. The Finance Committee of the Legislative Council have voted $160 a month as remuneration for Mr. Sleeman, and $100 a month each to the Harbour Master and Assistant Master until the Officer selected by Your Lordship shall arrive.
