During his late visit, both Thai sentiments and opinions of the General's assumption of the former, & of the Colonial Government on this matter are fully given in the telegram. The gist of this telegram ought to have been telegraphed to W.G., & I ask for his Excellency's opinion.

The merits of the question hinge upon whether, in the General's absence, Colonel Hall was sworn in as a member of Executive Council as "Military officer for the time being in command of our regular troops in our Colony".

The General argued that Colonel Hall was not properly sworn in as he, the General, had not gone beyond the limits of his command, to which the Governor replied that he had gone to Siam. The General has now gone to Japan.

The question appears to be whether, when the General has left the Colony, either for another place within his command, e.g., the Straits or for a foreign country...
