· preceding legislation. With regard to a draft Ordinance submitted at the same time to him, his lordship said
(no 145 of 30th November 18711) speaking of certain harsh provisions it contained, they
"are of such a character that I should

been passed, in advising Wer Majesty to allow them to remain in operation"
