only method provided for dealing with him, and the Governor

in Conneil having declined so to deal with him I find no authority for detaining him daring any part of the twelve months for which he is ordered to find sureties. It must not be overlooked that

this is not a case of finding sureties .___ for good behaviour; but of finding sureties to appear if called upon: which implies that the

man is to have his

liberty.
