CONTRACT FOR THE CONVEYANCE OF

the voyage from Suez to Shanghai shall be completed in 947 hours (during the prevalence of the north-east monsoon) and in 875 hours at all other times from the commencement of the voyage from Brindisi to Alexandria and the said periods of 947 hours and 875 hours shall include 17 hours for the convey- ance of such mails by land from Alexandria to Suez and 6 hours for the stoppage at Aden 24 hours for the stoppage at Point de Galle or Colombo 6 hours for the stoppage at Penang 24 hours for the stoppage at Singapore and 24 hours for the stoppage at Hong Kong of the vessel by which the same shall be conveyed from Suez to Shanghai.

12. All mails conveyed from Shanghai to Brindisi in pur- suance of this Agreement shall be conveyed by the Company from Shanghai to Suez and from Alexandria to Brindisi and the voyage from Alexandria to Brindisi shall be completed in 1,006 hours (during the prevalence of the south-west mon- soon) in 910 hours at all other times from the commencement of the voyage from Shanghai to Suez and the said periods of 1,006 hours and 910 hours shall include 48 hours for the stoppage at Hong Kong 24 hours for the stoppage at Singapore 6 hours for the stoppage at Penang 24 hours for the stoppage at Point de Galle or Colombo 6 hours for the stoppage at Aden of the vessel by which the same shall be conveyed from Shanghai to Suez and 28 hours for the conveyance of such mails by land from Sucz to Alexandria Provided always that three additional hours shall be allowed for the conveyance of the mails from Brindisi to Shanghai and from Shanghai to Brindisi respectively if and whenever Colombo shall be sub- stituted as a port of call in lieu of Point de Galle.

13. The several periods of 368 hours 423 hours 375 hours 947 hours 875 hours 1,006 hours and 910 hours hereinbefore mentioned are hereinafter called periods of transit and shall in alí cases be reckoned from the commencement of the voyage of the vessel by which the first part of the transit shall be per- formed to the completion of the voyage of the vessel by which the last part of the transit shall be performed and the times of the commencement and completion of every such voyage shall be ascertained and recorded by officers of the Postmaster General in pursuance of arrangements to be from time to time made by him for such purpose and the decision of the Post- master General as to all questions relating to periods of transit shall be final and conclusive.

14. With respect to voyages commencing or terminating at termination of voyages. Bombay a voyage commencing at Bombay shall be deemed to commence when the Bombay subsidiary steamer with the mails on board arrives alongside the vessel by which the voyage is intended to be performed and a voyage terminating at Bombay shall be deemed to be completed when the Bombay subsidiary steamer arrives alongside the vessel by which the voyage has been performed and with respect to voyages com- mencing or terminating at Brindisi or Shanghai a voyage com- mencing

mencing at Brindisi or Shanghai shall be deemed to commence so soon after the time appointed by the Postmaster General for the commencement thereof or after the completion of the em- barkation of the mails on board the vessel by which the voyage is intended to be performed whichever shall last happen as (having regard to practical considerations) the anchor of the vessel can be weighed or the vessel can be loosed from its moorings and a voyage terminating at Brindisi or Shanghai shall be deemed to be completed when the vessel by which the voyage has been performed has arrived at a position in the port of final destination from which the mails can be conve niently delivered and has dropped its anchor or been attached to its moorings.

15. The conveyance by land between Alexandria and Suez Transit through Egypt. of mails conveyed or intended to be conveyed in pursuance of this Agreement shall be under the direction of the Postmaster General and whenever the time occupied by such land convey- ance shall exceed the time hereinbefore specified in that behalf an equivalent addition shall be made to the period of transit during which such excess shall have occurred.

16. One of the vessels to be provided under this Agreement Vessels to start &c. a shall at such intervals as are specified in the Schedule here- mentioned in Schedule, under written and on such days of the week and at such hours as the Postmaster General shall appoint (either by a time table or time tables to be from time to time approved by him in accordance with the terms of this Agreement or otherwise as he shall think fit) and immediately after the mails are em- barked put to sea from touch and arrive at the several ports or places respectively mentioned in the said Schedule and all the stipulations matters and things therein contained shall form part of this Agreement and be observed and performed by the Company accordingly And the Company shall convey in such vessels to and from and cause to be delivered and received at such of the ports or places mentioned in the said Schedule from or at which the said vessels are to start touch and arrive in the performance of this Agreement all such mails as shall or may be tendered or delivered to or received by the Company or any of their agents officers or servants by or from the Postmaster General or any of his officers or agents.

17. Should it be deemed by the Postmaster General his Power to delay officers or agents requisite for the public service that any vessel to be employed under this Agreement should at any time or times delay her departure from any port from which the mails are to be conveyed under this Agreement beyond the period appointed for her departure therefrom the Postmaster General his officers or agents shall have power to order such delay (not however exceeding 24 hours) by letters addressed by him or them to the master of any such vessel or person acting as such and which shall be deemed a sufficient authority for such detention and in any such case an equivalent addition shall be made to the period of transit during which such deten- tion shall take place.
