With reference to my Despatch of 16 of the 3rd April, I have the honour to state, for the information of the Marquis of Salisbury, that the rebellions in both Hainan and Annam are so far crushed that the Viceroy has spontaneously expressed his willingness that the prohibition be export arms from Honghong
should be withdrawn.
