10. This, I need hardly say, could not be done, if all documents have to be in the Governor's hands within twenty-four hours of their arrival at the Office and if they are not referred to Heads of Departments before being submitted to the Governor. Whether this should be so or not is a matter which, in the absence of positive regulations, would seem to me to be a subject for mutual arrangement in accordance with what may be decided as to the duties of Colonial Secretary.

11. The further question of allowing the Colonial Secretary to deal with purely formal business on his own responsibility is one which, in my opinion, would depend on the competence of the Officer for his duties. I do not think it would be inconsistent with supplying the Governor with the fullest. information on everything that passes.
