however that it would be

dangerous

to make any change having regard to the powers of combination of the chinese, and that the law which had

existed since 1858 had not lead to any

grievance, the Magistrates having the power under Section XV of 2

of 1858 of fining for frivolous

vexations charges.

the distribution of penalties and accords

more with the law obtaining

at the

Straits (see Section 84 of Straits Excise

Ordinance) .
