I am of opinion 7
that the scheme
ought to include a provision for a supply
of Interpreters
to the Civil Courts as well as
the Criminal. As I read the enclosed-all
the Interpreters are placed under the new Department while the Department is only bound to see to the Interpretation
in
Criminal matters. I do not think this
once
will work. I should suggest that the Department take the whole of the work at
especially
as the scheme is experimental. With this alteration I heartly approve of the proposal
and think it will work
admirably. Some such departiment has
been
very badly needed for many years.
