men in the Colony that I feel justified in recommending to you The first is Mr. Charles V. Creagh, who has been doing the duty as eActing Police Magistrate for the last fourteen months and who has been a Justice of Peace
and Deputy Superintendent of Police in Konghong for the last twelve years. Mr. Creagh has been for several
years studying Chinese, of which he has some Colloquial Knowledge, and he also __ speaks Hindustance: but I attach greater importance to the fact that he has at all times shown a capacity and willingness to deal fairly with the- native community. Sir Arthur Kennedy had a very good opinion of him and no
officer in this Colony
