BEFORE CONGRESS SESSION

Washington, Jan. 3.—President Truman and his Domo- cratic Congressional leaders this morning held a last-minute con- ference on Party policies for the second session of the 81st Con- gress, which opens tonight.

Political observers predicted that it would be a “rough and tumble" session with fights on major points of the President's fair deal pro- gramme, and strong demands for economy cuts in foreign aid and Govern- ment spending.
