London, Dec. 21.-A long- term plan for rice production for export in East and Cen- tral Africa was urged in a report published by the Colonial Office today.
The report stated that the exportable rice from Burma, Slam and French Indo-China had dwindled from the prewar Ayure of five to six million tons to just

half million tons, and called for "fresh efforts to raiso the standard of living of the rising population of the Colonial Em- pire by the expansion of rice production."
The report was the result of a five months survey by the East African Rico Mission. It called particular attention to the vast areas of swamp land in turged Northern Rhodrala, and
