THE
Korean Powder Keg
VIE struggle between the Communist regime in North Korea and the non- Communist
government under Dr Syngman Rhee in South Korea is already a shooting war in so far as fighting is taking place, but the main armies of the two rival governments are not yet committed. Since the withdrawal of the Russian and United States occupation forces, the field has been clear for civil war, but the Communists have not yet tried to cross the demarcation line in force. They have resorted only to local Infiltration and givlag ald to their guerilla supporters in the south. It appears that the Communists are at this stage just testing the strength of their southern opponents. No full-scale Invasion' has been attempted, but this may come at any time. Its success would be a heavy blow, not only to the United States, which built up the South Korean Government. but also to the United Nations, which has committed itself very definitely on the Korean question. The decision of the United Nations Assembly to keep its Commission in Korea is a generally': welcome, move, The Commission's pre- sence may still exert a restraining. influence. On the other hand, should the big flare-up come, the Commission, being
at
on the spot, would be in a position to supply first-hand testimony to the United Nations regarding the nature and origin of the conflict as well as to fix the respon. sibility for it. The Commission present comprises representatives of Australia, Nationalist China, El Salvador, France, India, the Philippines and Syria. The Ukraine was originally elected, but refused... to take
part. The Sovlet position has always been that the United Nations Assembly has no" jurisdiction in the matter and that none of its decisions. regarding Korea has
any validity. including its endorsement of the Com- mission's supervision of the South Korean elections, from which the govern ment of Dr Syngman Rhee derives its mandate. In their repudiation of the electoral verdict accepted by the United Nations, the Russians claim that the election held by the Korean Communista In the north extended also to the south. On the basis of the claim÷which, naturally, is immune from any checking-- the Communists claim that their regime. is the choice of both, North and South Koren, and they have since been increasingly vehement in expressing their intention to subdue the south by force.
