Frankfurt, Apr. 25.-The Western Allies and German political leaders today reached full and final agreement or a Constitution for the new West German Federal Republic.
The terms were hammered out by the three Allied Military Governors and 17 German representatives from the Bonn Constituent Assembly, which has for eight months been a Constitution secking an agreement on acceptable to the Allies.

The agreement, announced by the American Military Governor, General Lucius D, Clay, is still subject to emcial approval by the Bonn Assembly and by the but these Allied Governments,
regarded as endorsements, are hardly more than a formality.
All non-Communist parties at Bonn were represented at 10- day's meeting. The Allied Go- vernors gave their approval to the intest German proposals for the distribution of fancial and legislative powers ns between the Federal Government and the States with only minor modifcn- tions.
Another danger to the drafting! plans was believed to have been removed at private talks among the Germans during the scend interval in today's six-hour con- ference.
They were understood to have renched agreement on outstand- ing points concerning churches and schools, eliminating the risk that reservations in this sphere might break the compromise an other problems.
