Shanghai, Fob. 13.-The Communist high command has agreed to a maritime conference to discuss the reopening of shipping between Red-occupied 'ports and Nationalist China, the Communist radio said today.
One ship, the Greater Shanghai, flying the British flag, is enroute to Communist-held Chin- wangtao with a load of flour to be bartered for coal. The broadcast followed the departure of the second unofficial Nationalist peace delegation to Peiping, which hopes to persuade the Communists to call a conference to end the 22 years of civil war.
At the same time, a Communist spokesman strongly rejected any possibility of United Nations in- tervention in China and again accused the government of preparing for war,
