MONGAN, JAMES,

was appointed a Student Interpreter in China, April 13, 1854, and was stationed at Shanghae till June, 1856, when he was transferred to Hong Kong as Assistant in the Chinese Secretary's Office. Was placed in charge of that office, July 16, 1957, when the Chinese Secretary was attached to the Em- bassy of the late Earl of Elgin, and he remained in charge during the retasining period of his Lord- ship's firet Mission to China. He was appointed Assistant Chinose Secretary, May 21, 1858, and was sent to the north with Admiral Hope in the following year; was present in the action of the 25th June, 1859, when the combined British and Freuch flotilla was repulsed before the Takoo Forts. Was attached as Interpreter to Major- General Sir C. Van Stranbenzce at Canton, August 17,1859, and remained there until the spring of 1860, when he was agaiu sent to the north with the expe- ditionary force under the Inte Sir Ilope Grant, and acted ne Interpreter to the Head-Quarter Staff daring the operations which resulted in the capture of the Takoo Foris and the occupation of Tien-tsin by the allies. Was attached to the Staff of Brign- dier-General Staveley as Interpreter to the garri. son of Tien-tsin, from November 18, 1860, till 52 August 31, 1961, and was appointed Acting Consul, December 4, 1860. Has obtained the China runstad and clusp for his services in the campaign of 1860, Was appointed Consul at Tim-tsin, December 20, 1861, and was also in temporary charge of the French Consulate there, from April 2 tili June 14, 1862. Was appointed Consul at Tien-tsin and Pekin, August 12, 1870; and transferred to Canton, November 9, 1877.

was educated at King's College, London. and matriculated at London University in 1852. Was ppointed a Student Interpreter in China, June 14, 1856, and, on arrival, was employed in the Super- intendency of Trade at Hong Kong. Was attached to Admiral Sir M. Seymour, during ; thr operations in the Canton River, from October 30, 1857, till the capture of Canton, for which service he received the China medal with Canton clasp. Was appointed to attend Commissioner Yeh, Jannary 6, 1858, whom he accom panied to Caleutia, and remained there till the Commissioner's

r's death. Returned to China, and was appointed Interpreter at Foo-ebow-foo, and alla bed to the Chinese Secretary's Department of Mr. (akerwards Hon. Sir Frederick) Bruce's Mission, May 11, 1859. Was attached az Interpreter to the Consulate at Canton, June 9, 1859; at Amoy, April 7, 1880; and at Swalow, May 28, 1860, accompanying, whilst at the latter place, 49 Interpreter, various expeditions against piratical villages. Was appointed Enterproter at Shangle, Jannary 23, 1861. Accompanied, as Interpreter, various Expeditions against the rebels, and was present at the storming and capture of Kanding, and other places, for which services he was favourably men tioned in the despatches of the late Brigadier General Staveley. Was lent to the Chinese Government, August 1862, to assist in the re-organization of the Sung-klang force, and was nominated for the First Class of the Order of the Star of Chinn, for that and ether services. Was appointed Acting Vice-Consul at Shanghae, October 1, 1851. Proceeded on a Mission to Nanking to congratulate the Viceroy on the capture of the city; afterwards accompanied the Russian Consrl-General to Son-chow, to investigate the case of certain Europeans murdered in that city; and has sat as Joint Magistrate in the Mixed Court ever since its ostublisinment. Was Acting Vice-Curran) at Che foo trom June 1887 till July 31, 1808, and Acting Consul at Swatow from September 1, 1808, til February 15, 1870. Was also French Vice-Cousal at Cheloo and Swatow, and Danish and Austrian Cosul at Swatow. Was sppointed Vice.Consul at Shanghae, November 18. 1869, and was Acting Consul trom Feb ruary 13 dil November 28, 1872. Was Acting Consul at Ningpo from April 9, 1873, till September 7, 1874, Was promoted to be Consal at Taiwan, September 9, 1873. Was Acting Cons: at Haukow from March 1, 1876, til! April 7, 1878; was transferred to Niugno, October 20. 1876; and to Tientsio and Pekin, Novem- ber V, 1877.
