UN Delegate Urges Four-Point Plan

For Peace In Korea

Paris, Dec. 7.A formula for peace in Korea, jointly occupied by Russia and the United States, was laid before the United Nations Political Committec today by the Indian delegate, Mr M. C. Setalvad.

He suggested: (1) Independence for the whole country in the shortest possible time. (2) Unification, without American and Soviet zones as at present. (3) The United Nations should not be a party to any "arrangement which might weaken the prospects of independence of a unified Korea." (4) The General Assembly should lend its fullest assistance to efforts to have conciliation between the two zones,

Summing up what should be the next step concorn- ing the fate of 30 million people, Mr Setalvad urged the Committee to "steer carefully."

He said it was necessary to do nothing directly or in- directly which "might harden and perpetuate the unnatural and tragic division of Korea into regions, each having a government claiming to be the national government of Korea.

Pointing out that India is a mein- ber of the temporary commission. Air Setalvad said his people, hnd a great admiration for the Koreans, and had watched with understand ing and sympathy their heroic struggle for Independence from the ruthless subservience of Japan.

The independence of Korea is a long overdue question," he said, "and any Government will always be ready to lend its support to any to the proposal which will bring people of Korea un equitable and Jasting peace and independence.

"Delieving as we do that the division of the Korean people will be disastrous, not only for the fu- ture of Korea, but will jeopardise stability and peace in the Far East, the Indian delegation will not look with favour on any proposal which may have the effect of widening the present unfortunate cleavage be- Iween north and couth Korea.

Professor Reuter, who takes over from Frau Louise Schroeder, will remain in office until the middle of next month,, when the new "Western" Assembly, elected on Sunday, holds its first meeting.
