Washington. Nov. 7-Mr Lewis Douglas, US Ambassador to Britain, was a standout favourite in the U.S. Congress today to become the Secretary of State if Mr George Marshall determines to retire. Mr Douglas has the backing of many legislators whose ideas presumably would be given weight when and if there comes a time to select Mr Mar- shall's successor.
