New Delhi, Sept. 13.-The Governor General of India, Mr Chakrarvati Rajagopalachari, in a`pro- clamation tonight declared that "a grave emergency exists whereby the security of India is threatened by internal disturbances."
Informed sources. interpreted the proclamation as a precautionary measure to enable the Govern- ment to meet the situation arising out of the Hyderabad operations and their possible repercus- sions,

17 Yugoslav Students Arrested
Prague, Sept. 13.-The official Yugoslav news agency Tanjug, reported on Saturday that 17 Yugo- slav students together with their professor and his wife, had been arrested by the Czech police on Satur- day afternoon at the student hostel in Cakovice.
The official Czech news agency, CTK, today dis- tributed the Czech version of the incident based on the official report from the Ministry of the Interior, but not issued as such.
It said that "action, was taken" on September 10 against 20 Yuro- slav apprentices and an unspecified number of other apprentices were "removed from thic apprentices'
