ELEVEN STATE PREMIERS SURRENDER MANDATES

Bonn, Sept. 1.-The Premiers of the 11 West German States today yielded up their mandates to the Constituent Assembly which met at the historic university city of Bonn to inaugurate the Parlia- mentary Council of German States.

The keynotes of the inaugural speeches were an affirmation of the indissoluble ties linking all Germans, "from the Saar to Breslau," and an appeal for peace among the great powers.
