Drove Car Under Influence Of
Drink
COURT IMPOSES FINE OF $500
Found guilty of driving a car while under the influence of drink, and for driving without due care and attention, Northam Lawrence, of the Royal Observatory, was this morning fined $500 by Mr Blair-Kerr at Kowloon Magistracy.
In addition, the magistrate ordered the suspension of defendant's driving licence for 12 months on the first charge, and an endorsement on the second. ·
In ordering the suspension, Mr Blair-Kerr ruled that even in cases where driving was a means of live- lihood for professional drivers, it did not constitute a "special reason" for the order not to be made,
Mr L Starbuck, Acting Director of the Royal Observatory, made an successful plea on behalf of the de- fendant to stay the order. Ila sub- mitted that Lawrence's duties were rather special, in that he had to take
to such an extent as to be incapable to have full control of the vehicle
and he replied "Very well
"He was taken to the Kowloo City Police Station where I invited him to be examined by any doctor

to be examined by Dr Hollway. I took him to the Kowloon Hospital where he was examined and certified to be drunk."
A comparison of ratios between the two years reveals Losses at 42.01% for 1946 as against 30.13 for 1045 while charges work out at 31.13% as against 25.40. The Underwriting Surplus was 25.06% compared with 38.41% for 1945.
The
balance at credit of the 1947 Working Account as at December 31. 1947 stood at $3,922,128 ne compared with $2,822,441 for the previous year, an increase of $1,000,087. Denying the allegations, Lawrence said he attended a party last night and had had a normal amount of drink. is a safety period, when westbound traffic is released, but pedestriana do not seem to have realised this. The remedy seems to lie either in, light signals for pedestrians on Alexandra In- and Union buildings, or verbal struction at this particular crossing. Verbal instructions by the police at Pedder Street and Des Voeux Road crossings seem to have successfully correct trained pedestrians in the use of those crossings; perhaps, with a little patience, the same results could be obtained at the Road crossing.
