Washington, Dec. 19.-President Truman today asked Congress to approve a $17,000,000,000 four-and-a-quarter-year European re- covery programme to avert a "shattering blow to peace and stability in the world" that would rosult from the world's collapse into totali- tarianism.
He requested a specific appropriation of $8,800,000,000 for the first 15 months of the programme, starting on April 1, 1948. He declared: "European recovery is essential to the maintenance of the civilisation in which the American way of life is rooted."
