London, Oct. 3.-The full text of the Arab plan for an independent Palestine, which formed the Arab counter-proposals to the British plan for provincial autonomy at the now suspended Palestine Confer- ence in London, was published to-day.
The Arab plan proposes the setting up of an Indepen- dent state, with an elected assembly, in which the total Jewish representation should not exceed one-third and which. should be fully created by December 31: 1948,
