The Council Chairman's remarks were made after Lt-Gen Kuzma Derevyanko, Soviet member, read a long statement in which he suggested that Gen MacArthur might be accused of gross negligence in per- mitting the Japanese Government to allow former Imperial Navy, Army and Intelligence Operations officers to function on the Demobilisation Ebard.
