LONDON, Aug. 27--There has been much discussion in political circles on the question of Dominion participation in the direction of the war. Point has been lent to this discussion by the recent proceedings in Australia.

Reference is continually made to the Imperial War Cabinet in the last war but in fact that Cabinet only met three times, once in 1917 and twvice In 1018. It was in fact a gathering of Dominion Prime Ministera.
There have been attempts during this wor to arrange for similar meet- Ings of Dominion Prime Ministers, but up to the present it has not been found possible to get them all in this country at the same time.

There has been some discussion on the part played by General Smuts in the last war, but he did not represent either the dominions or South Africa. He was invited by Mr Lloyd George on account of his qualities ns a soldier and statesman and it was in his own individual capacity that he acted in the War Cabinet.
