It is argued that-Mr Churchill could be absent in only two places-either in Moscow or with President Roosevelt-and it is thought that any arrival in Moscow could hardly be covered by such an impenetrable blanket of secrecy. Hence the conviction that he must be with Presis dent Roosevelt.
