Starts on August 15 SPECIAL TO THE "TELEGRAPH" MANILA, July 31 (UP),—— General MacArthur's headquar ters to-day announced that the Philippine Army and Air Corps will be incorporated into the United States Army on August 15-representing the first actual step in the assimilation of Philippine forces into the United States Army,
