VICHY, JULY 23 (UP).—THE French goverNMENT SPOKESMAN revealeD TO-DAY THAT FRANCE HAD AGREED TO THE "TEMPORARY OCCUPATION" BY JAPAN OF STRATEGIC BASES AND AIRFIELDS IN INDO- CHINA.
HE SAID THAT THE DETAILS OF JAPAN'S ROLE “IN THE DEFENCE OF INDO-CHINA ARE BEING WORK- ED OUT IN THE NEGOTIATIONS TAKING PLACE IN VICHY AND HANOI."
HE INSISTED THAT THE JAPANESE OCCUPATION WAS ONLY A TEMPORARY MEASURE UNDERTAKEN TO "PROTECT" INDO-CHINA OWING TO ALLEGED DANGERS OF ATTACK BY THE BRITISH, FREE FRENCH AND
CHINESE.
The spokesman added that France sees
no incon- venience in Japan temporarily occupying military bases in Indo-China on condition that such an occupation does not menace Indo-China's integrity and French sovereignty. Japan had made no territorial demands; but merely wants to protect Indo-China.
Berlin Admits Advance On Leningrad Slowed Down

BERLIN, July 23 (UP).—Informed German sources admit that the Nazi advance on Leningrad has now been slowed down as a result of the Russians hurling huge numbers of men into the battle where the Germans were attempting to break through between the Luga River and Lake Ilmen.
On this front, according to these Berlin sources, German forces are at present trying to work their way around the east side of Lake Ilmen, apparently in order to take Leningrad's de-. fences from the south. Storm boats at present are said to be operating on Lake Ilmen itself though operations are limited by Soviet artillery which still dominates the northern and castern bank of the lake.
Informed German quarters claim that another large force of Russian troops are at present encircled in an iron ring between Lake Hmen and Lake Peipus, and they are gradually being broken up by the Germans in- to smaller pockets.

It is stated that the German troops. have not yet reached the Leningrad defences, which, it is be lieved in Berlin, will be one of the hardest ruts the Germans have yet had to crack.
