Philippines Civilian Defence Programme

MANILA, April 28 (UP).—Spurred by the recent informal Anglo-American conversations at Munila, during which the entire tactical and strategic position of American-Philippine forces in relation to British defences in the Far East were reported to have been discussed, the Commonwealth is pushing ahead its own programme of civilian defence in preparation for any emergency.

Although civilian defences were apparently not discussed when Sir Robert Brooke-Popham, Commander in-Chlef of British Forces in the Far East, conferred here with the highest United States defence officials in the Philippines, the demonstration of Anglo-American preparations served as a decided stimulant to the hitherto "there's-plenty-of-timo" attitude of the Common-
