BELGRADE, APR. 3 (UP).—RADIO BELGRADE ANNOUNCED THAT THE GOVERN- MENT HAS DECLARED BELGRADE AN OPEN CITY AND THERE WILL BE A BLACK OUT TO-NIGHT WHEN THE SIRENS SOUND. IT IS RUMOURED IN MANY QUARTERS THAT THE GERMANS ARE CONCENTRATING AN AIR FORCE NEAR THE YUGO-SLAV FRONTIER.
