PRESIDENT ROOSEVELT DECLARED THAT HE ADDRESSED CONGRESS AT A MOMENT UNPRECEDENTED IN THE HISTORY OF THE UNION BECAUSE AT NO PREVIOUS TIME HAD AMERICAN SECURITY BEEN AS SERIOUSLY THREATENED FROM WITHOUT AS IT WAS NOW.
