HOW COLONIES CONTRIVE RADIO TO BALANCE TRADE LOSS
LONDON, Dec. 17 (Reuter)-Economic agreements haye just been negotiated
with the Free colonies in Africa and with the Belgian Congo. .
These facts were mentioned in the House of Lords to-day by Lord Lloyd, Secretary for the Colonies, as some of the many steps taken in the organisation of a vast scheme of co- ordinating, colonial production, not merely between British and Allied colonieg, but more especially among British colonies themselves.
As to the Dutch Indies, the Governor of the. Straits Settlements was authorised to undertake direct discussions with the Netherlands Authorities whenever required.

Volunteer Stole Overalls
Previous Nine Offences Cleveland Tam allas Tam Ying- chol, 19, a ralesman, and a member of the Hongkong Volunteers, was charged before Mr G. T. Lowry at Central Magistracy to-day on three Volunteer Headquarters. charges of thefts of overalls from the

Capt. Thursby, Adjutant of Hongkong Volunteers, was in Court as complainant.
Sgt Cullinan said that a watchman hnd seen the defendant entering the kitchen at Volunteer Headquarters. The watchman discovered that a pair was mirsing from the of overalls klichen; he caught up with the de- fendant who had the overalls. De- fendant was attached to the 3rd Battery,

Sgt Cullinan asked Mr Lowry to take into consideraton nine other charges because the defendant had been taking these overalls stendily sines October 15. Each pair Wis valued at $0.50 and they had been pawned by the defendant for amount: ranging

In acntancing the defendant to three months' hard labour, Mr Lowry said that, unfortunately, it was not the first ease that he had had con- cerning theft by a Volunteer.
