The Cabinet met at the Premier's residence this afternoon to Inaugurate deliberation on the all-time record Budget for the 1041-42 fiscal year, piming at the construction of a highly-organised national defence state vis-a-via the new international situation consequent on the conclusion of the Jupan-German-Italian triple olliance.
The General Budget na presented to the Budget session of the Cabinet Council umounts to Yen 6,803,000,000, inercasing by Yen 1,041,000,000 over The originul umount of the working Hudget renebing Yen 8,822,000,000. Negotiations are still going on be- tween the Finance Ministry and the War and Navy Ministries regarding the extraordinary military budget which nat likely to be determined until
early next spring. If the extraordinary budget is fixed at this year's level of Yen 4,400,000,000, the Total Budget for the coming Oscal year will rise to the record high of Yen 11,000,000,000,
