SIR J. LATHAM ARRIVES
Australian Envoy To Japan
The first Australian Minister to Japan, Sir John Latham, former Chief Justice of the High Court of Australia, arrived at Hongkong on his way to Tokyo on board a British liner this morning.
Sir John, is accompanied by Mr. Patrick Shaw, Third Secre- tary of the Australian Legation, and Mr. Clive Turnbull, repre- sentative of the "Australian Associated Press" who is covering the new Minister's arrival before establishing a bureau in Japan.

DETROIT, Dec, 5 (Reuter). --President Roosevelt Intends to ask Congress to approve a Treaty with Canada for the comple: tion of the St. Lawrence seaway and power project. The President made this announcement to the Great Lake Seaway and Power Conference to-day.
