LONDON, Nov. 27 (Reuter),-Russia has still not replied to the comprehensive British proposals of a few weeks ago the principal points of which were de facto recognition of Soviet an- nexation of the Baltic States and a guarantee of non-aggression.

Lord Addison (Labour), had f given notice to raise this, ques- tion of Britiali relations with Russia in the House of Lords to- day but at the last moment he announced without explanation that he did not intend to pursue the matter to-day.
