21. The Drawings do not show proposed alterations to the Female Ward (see Drawing II) as I am instructed the separate system will not apply to Female prisoners.

22. I should also point out that the reconstruction project absorbs the present Warders' ward, converting the space into rate cells. With reference to this particular class of prisoner, it has been assumed that incarceration for debt will be sooner or later abolished in this Colony, as it has been in the rest of Empire.

23. Owing to the circumstance of the premises being bounded on three sides by public streets which cannot be altered or deviated, it has been impossible to obtain more room. The expedient of lengthening the wings of the Building has been adopted, and in respect of the fourth side, it is equally impossible to encroach on Police precincts, where the buildings are already overcrowded and their inmates much inconvenienced for want of a more extensive back yard and out-offices.
