French Refuse Clearance
The French authorities in Haiphong, avvorenity under Japanese influence, are refusing clearance papers for the re-export of the bonded cargoes, Mr. Torrey asserted, while the. Japanese are obviously contemplating confisca- tion of the property on the grounds that it is not actually American pro- perty.
Mr. Torrey recalled the recent re- fusal of the French authorities to give clearance papers to the American chartered steamer Siklang whose cargo, the greater part of which was French manufactured gas musks, was subsequently unloaded under Japanese supervision.
Mr.
The French authorities in Haiphong ordered the goods to be stored in # North American Syndicate rodown although
Torrey said that he could not accept the cargo for storage without Customs clearance papers and other necessary documents which were not forthcoming. This forcible storage meant the shifting of other stores from the godown which entail- ed a cost of about 5,000 plastres to the. North American Syndicate..
Tacit Admission
the
Mr. Torrey pointed out that French nuthorities permitted his de-, parlure from Indo-China with his documents and visas in perfect order, thereby virtually admitting the bona fide claims of the North American Syndicate.
ex-
He is now making efforts to pedite the Anul registration of the transfer for which only two months remain.
Regarding the Incident involving Messrs.. Jacoby und Rinden, Mr. Torrey sald that it occurred Inside Vie North Americon Syndicate's com- pound. Therefore neither American was violating any regulations whereas the Japanese sentry actually violated American property when he approach- ed the Americans in the compound. Protest Renewed SPECIAL TO THE "ELEURAPH" HANDI, Nov. 26 (UP).—It is learn- ed that the American Consul, Mr. Reed, considers the reply of the Japanese Consulate General, Mr. Sato, as being an unsatisfactory an- swer to the Amerlenn protest of November 22 against the mistreat- meni by Japanese soldiers of Messrs. Rinden and Jacoby and he is, there- renewing his protest to Mr.

U.S. Flag A Camouflage
SPECIAL TO THE "TELEGRAPH" HANOI, Nov. 20 (UP) —An official of the Japanese Mission told Mr. Jacoby, the "United Press" corres- pondent, "You were just trying to photograph Japanese soldiers who were occupying American property. The American flag WEUS Just a e-mouflage for the Chinese. Do not try it again."
